A Minimum of 98 Palestinians Have Died in Custody Beginning in October 2023, Israeli Data Reveals
Per data provided by Israel, no fewer than 98 detainees from Palestine have died while detained since October 2023. A human rights group operating from Israel has stated that the true number is probably substantially higher, because of many of missing individuals from Gaza.
Study Results
A new investigation documented deaths resulting from brutality, failure to provide medical care, and inadequate nutrition. Investigators used freedom of information requests, forensic reports, and interviews with attorneys, advocates, family members, and observers.
Israeli authorities provided comprehensive information limited to the opening period of the war. Over this period, official figures show an record casualty rate among Palestinian prisoners, equating to a life lost every four days.
Recent Figures
Israeli defense forces last updated data on deaths in detention for May 2024, and correctional authorities during September 2024. Investigators discovered a further 35 deaths in detention after these periods and validated them with Israeli authorities.
Despite the overall count of deaths documented being much greater than other recent estimates, it almost certainly omits the full scale of Palestinian casualties, per the head of the prisoners and detainees department.
“While we are providing evidence for a greater figure of deaths than earlier indicated, this is not a full picture,” he stated. “We are certain that there are yet detainees who died in custody that we have not identified.”
Civilian Deaths
Restricted Israeli data suggests that the vast majority of Palestinian prisoners from Gaza who perished in prison were ordinary citizens, based on a parallel investigation.
By May of 2024, a military intelligence database monitoring all fighters in Gaza, a registry of over 47,000 listed people, documented only 21 casualties in confinement. By that point, 65 individuals from Palestine from Gaza had lost their lives in prison.
Detention Conditions
Assault, torture, and other abuse of Palestinian individuals is now standard practice across Israel’s detention facilities during two years of hostilities. Top government figures have openly admitted minimal sustenance and an below-ground detention center holding Palestinian individuals who are kept in darkness.
Existing and previous inmates and whistleblowers from the armed services have uniformly asserted routine infractions of human rights protocols.
Institutionalized Cruelty
The organized mistreatment was accompanied by a disturbing rise in deaths documented across a minimum of 12 prison sites in Israel. Over ten years before the conflict, there were usually several deaths a year.
“This does not represent merely an isolated incident here and there. It is widespread and it is likely to persist,” a spokesperson commented, partially because there is a culture of near total impunity for harming and abusing detainees.
Just one case of attacking detainees has reached litigation, with the military personnel handed a punishment to half a year. An attempt to try others over a vicious assault including sexual violence resulted in political demonstrations and the apprehension of Israel’s chief legal officer, with the alleged perpetrators now requesting that indictments against them be dismissed.
No Legal Action
“Despite this significant total of deaths, over two years not one individual has been arrested,” the official said. “There exist no indictments over any fatality.
“During the time these policies continue to be enforced, every Palestinian in detention faces risk, even the physically well individuals, even the youth who have no medical issues.”
Notable Incidents
Some deaths in custody have been publicly known, including a middle-aged medical chief who perished in prison after four months in confinement.
An inmate detained alongside the deceased stated that he was led to the courtyard by correctional officers just prior to his demise, obviously hurt and unclothed from the hips downward. His body remains unreleased to Gaza.
Further inmates who perished in detention in Israel are unidentified. The prison service and military provided researchers with the figure of deaths in detention, and limited further data for example the site where they perished, but not the prisoners’ names.
Identification Challenges
In 21 cases, primarily detainees from Gaza, investigators could not to match the minimal data supplied by officials to a death registered by human rights groups, via testimony from freed prisoners or accounts in the press.
The prisoners’ relatives could be unaware about their family members’ fatalities also, as Israel has impeded efforts to track detainees it is confining. During 210 days at the start of the war, the defense forces declined to provide basic information about the whereabouts of thousands of persons held in Gaza, practically enacting a practice of involuntary missing persons, as stated by the rights monitoring body.
